Hi all!
My CD6500 seems to have a similar problem to that of Satmonster321, described in this archived post;

This post was really helpful, however, being a novice in this field I have some additional questions that I hope someone are able to answer.
First a quick comparason between Satmonster321’s and my issue:
For the IC1, IC2 and IC3 power supply he gets all voltage OK;
--I get IC1 - 5V and 15V, IC2 and IC3 - only some mV.
Power of opamps IC11 and IC12, he gets, pin 4 voltage was 13,9V (OK) but at pin 8 there were some millivolts;
--I only get some mV on both pins.
Satmonster's check at capacitor C102 and C202 showed, that both had a short circuit;
--I don't have a short on any of these.
Satmonster decided to replace all capacitors that are used for power supply (C102, C202, C110, C210 and lot others). After capacitor replacement the voltage at pin 8 of IC11 and IC12 increased to -4V;
Satmonster discovered that R101 (68 Ohm) had about 1MOhm. After replacement of the R101 the voltage at IC11 and IC12 at pin 4 and pin 8 was -14,7V and +14,7V;
--My R101 reading is 3,10 mOhm! (Maybe this is all I need to replace?)
The service manual specify the R101 as 68 Ohm and 0,14W. I’m only able to find a 1/4W or a 0,125W in 68 Ohm. Is the Wattage really critical here?
I also measured the infamous C2103 on the servo PCB to 28uF (mounted). Spec is 33uF. Is this too far off? I suppose the reading will not be accurate, as long as the capacitor is mounted on the board.

I replaced the R101 with a 68Ohm resistor from Clas Ohlson, and guess what, all Voltages are ok and it now plays like a dream.
