I am working on the above and have it all set but cant get the tone arm to set on the edge of the record. I have tried the 2 white eccentric's doesn't make a difference. Any one work on one of these and have a similar problem. any help appreciated

Does the arm lift off correctly by end of record, when returning to rest position is the arm parallel to the deck side ?

no the arm wont lift and also does not stop parallel to the edge no matter were it starts.

Check, clean and lubricate the tonearm shaft and the bushing and mechanism for the lift up/down movement, did you clean and lubricate inside.
