I have seen the ad. But that's also a used example as it seems and therefore not really telling in terms of who made that thing. Was it an item for dealers? I know there once was a Lintronic offering, but didn't that look very different? Given that the example in question here is made of metal and some work goes into that construction, I doubt it is privately made.
Of course one can question the usefulness. But a stand has the Beo 4 collect much less dust than they usually do. I see that as a plus.
