Did you just replace the belts or did you also clean and lubricate the mechanisms?

Dave.

If you rotate the motor by hand (unpowered), does the flywheels rotate in opposite directions ?

A little punctuation would have made that last sentence of yours a much easier read, particularly for a
non-native english person.
And what does "no both fly wheeis do not turns" mean ?

When you rotate the motor pulley by hand, the two flywheels should rotate in opposite directions.
If they dont, you haven't got the belt on correctly.
If you cannot rotate the motor pulley by hand, the motor has seized.

Does the motor rotate when powered on ?
All connectors and plugs correctly seated ?
