Beogram 1602. Platter starts to spin as soon as it is plugged in, and won't stop.

Hey all,

Working on a 1602.  Tone arm seems to work alright.  It moves and comes down when I press play, and moves back to the rest, when I press stop. The queuing seems a little off.  The real issue I'm having is that even though I press stop and the tone arm goes back, the platter never stops.   As soon as I plug the turntable in it starts to spin.  I'm new to this style of turntable, but can't imagine that this is normal.  Any ideas?
