Current Pre-Amp recommendations

I recently moved and gave my pal my pair of BeoLab Penta III's to him before moving (I know). I had him setup before with an Airport Express connected to it as this is all he used in his old home. He himself has now moved and has moved the speakers into the living area and now wants to connect them to an older HDTV with no audio outs on it. So with that said does anyone know of any current model pre-amp receivers that will work? Rather in-expensive ones would be the best as he is doing this on the cheap.

What outputs does it have? The Pentas will take almost anything! Amplified output is fine so you can use any amplifier you have around!

The TV he has optical only. There will be delay involved if I use a converter, so the ideal solution is an all in one receiver that has HDMI in/out with Pre-Amp variable audio output to the Penta's.
