Beogram TX arm starts to move before lifting

I've restored a TX turntable that had a number of issues and resolved all but one.

It performs correctly except that when the arm is down / playing and I press stop or move in / out, the arm / sensor carriage moves before the arm is lifted. After about 1/4 inch, the arm does lift and always lowers in the right place. 

I have the manual and have searched the forum, but can't find a reference on how to adjust this.

If it helps, I have replaced the arm servo belt and adjusted the set down position as part of getting it playing properly

more info......

A solenoid in the arm carriage clicks at the point the arm should start raising.

Is it the case that something should sense the arm has raised before moving it and if so, what is that mechanism?
