This is not normal, right? It should be steady?

It has normally sliding doors, open/close CD-flap, When I give a.opt1 with Beo4 stb light blink once, testmode goes ok, only resetting is giving error. And thats all, nothing else.
Any ideas?

-15V line is swinging between zero and -15V, unregulated between -20V and -22V. Nothing else uses it but CD and display, disconnecting cd does not help, nor changing front face with display and keyboard.
Edit: Analog op amps on input select and pre-amp board also need -15V
ps. there is lot of errors in service manual...
Nothing draws extra amont of current...
St.by on/off is going up and down constantly, that explains -15V, but why?
I guess there is not avialable any flow charts os so about software?
