Beo Gram 3000 Record Deck Type 5931 - arm not moving

I have a 1986 model of this deck and have used it continuously for most of the years, up to a couple of years ago when it refuse to work.  I'm about to retire and want to get it working again.

I installed the belt and all seemed ok except the arm will not move to the left or right.  On further inspection I found what looks like nylon line (similar to fishing line) approx 63 cm long with loops on either end, one of which is attached to a small spring.  

Can someone throw some light on this?  Is this the reason for the arm not moving?

I have an MMC 4 pick up which is working well.  I could play about 30 seconds today before the arm would return to the up position.  It would appear that something needs to energise the arm to move across the vinyl.

Welcome to Beoworld !

The wire comes off because a tiny plastic hook breaks off the carriage.
It's usually fixable (do a forum search) but only by fairly good DIY'ers.
Where are you ?
