Beogram 8000 tone arm not dropping

I just purchased a  Beogram 8000 that's nearly new old stock from the original owner that had stored, and never used  it since new.

it worked flawlessly initially but after a short while the tone arm won't drop. The servo belt is intact but appears to have slack and a new one is on its way. My question is twofold:

1) How do you gain better access to change the belt. I've removed the black cover that sits under the tone arm but there's no easy way to get at the belt. 

2) Would a loose belt cause the tone arm to not drop? If I tap it, it will drop onto the album... Almost like it's just a little sticky (seems released but just not dropping on its own).

Larry,

if it's been stored for a while the lubricants will have dried.  You will need to lubricate (after cleaning wherever possible) the pivot points of the tonearm assembly..

To get better access to the internals, you need to open up the deck completely into the service position:

Remove the black cover plate (as you have done)

Remove the platter.

Remove the 2 screws under the left edge of the frame of the Beogram.

Make sure the tonearm carriage isn't in the way (move it all the way to the right) when you lift the top part of the BG8000 upwards and over to the right - it's just hinged.  Use the support stay to keep it open.

Once it's opened, you can check for loose parts, any surprises you may find in there and then relubricate as needed, including the guide rails.
