I have a BC9000 with two failed LEDs and a BC6000 with all working LEDs. Are these LED packs interchangeable?

If by LED packs you mean the displays, then yes to the large red 4-digit display.
But do be careful when working/handling, it's vibrations that kill them.

Don't discard the display module(s) with the failed LEDs. They can be made to work again with SMD LED replacements...but the original display module is needed.

Sorry, I wasn't clear. I meant the PPM bar displays rather than the 7-segment digit displays. Are the bar displays interchangeable?

I prefer to repair rather than replace, but I seem to remember them being identical.
Check the number (83...) stamped at the backside.

Yes the PPM bar graph displays are interchangeable. The part number of both is 8330014. I have now noticed that the 6V 1W bulb has blown (also in my parts BC6000).
