Beogram 1800 arm won't swing over

This table had been working fine until I decided to gift it to a friend, at which point it decided to rebel. I press Start and the platter spins briefly before stopping--tonearm doesn't move. I know it's something with the cams and linkage, but I could use help figuring out what exactly.

These are the exact symptoms of a deck pressed play with no record on the platter.
Either there is in fact no record on the platter or the sensing mech. is at fault.

Martin was correct: I interpreted the proper operation of the 1800 as a problem. It's working fine.
