I'm used to use Mp3tag to make M3U playlist. I found it a tedious process though.
Today I got fed up and evolved a method (within Mp3tag) to simplify the work.

Very well done manual, I give MP3tag a try on my mac with Wine. Looks more configurable then VLC which I now use for the lists.
