1. Normal. It's the record sensing system that makes the sound, blocking the mech. and gears from engaging.
2. The original lubricants are listed in the servicemanual.For the main spindle and the motor bearings use sinter oil.For the carriage rail use a good quality lithium grease that doesn't run or harden. Choosing a type with a hint of teflon wouldn't hurt.
NEVER EVER use "3-1", "Household oil", WD40 or other "fix it all for a while but leave a sticky mess behind for ever" nasties.

There should be no rubbing sound with a record on the platter.The record pushes down the black center tap which is part of the mech.
Is the sound also present if you take off the platter and rotate the subplatter by hand (keeping the black center down)?

The rubbing noise can be the suspension system. Are the 3 transport screws loosened all the way out, and if so, then maybe the leafsprings under the platter (also 3) that lifts the platter up, needs to be adjusted. It is in the service manual. If they are too loose, the platter will scrub the beogram when turning.

Could be the motor.Take off the platter belt and try again.

So what you gave here was misinformation.It wouldn't play records. It merely rotated the platter.
Yes, it can be fixed.Fit a screw up from below through the hole in the carriage foot. Fit a washer and a nut on top and fit the wire loop and thespring to the excess length of threading on the screw.Then adjust the setdown point.The servicemanual shows the correct path for the wire and how to do the adjustment.
I can supply correct belts, both the platter belt and the wedge-shaped belt for the carriage servo motor if you need (most decks do by now).
