I have replaced the main fuse and tested the other two, but there is still no response from the machine. Are there any other common issues? I have measured voltage off the Rectifier as being about a volt off spec.

Did you trace and check all of the Beocord power supply voltages? Start with the power supply board and follow the voltages to their destination boards to make sure everything is getting powered. Faulty connections are often a problem with older audio equipment as well.Recently I had a Beocord 9000 that wouldn't come on due to the +6 VDC not making it to the display/microcomputer board. The problem in that case turned out to be an electrolytic capacitor on the display/microcomputer board. The faulty capacitor was keeping the +6 VDC from powering the microcomputer and the Beocord wouldn't function.
