I'm trying to get a vintage Beomaster 3000 working . Everything working again with the exception of the FM portion of the receiver. When selecting FM, I simply get steady and clear static out of both channels. Tuning has zero effect as does clicking any of the presets and i've tried connected both antenna types.
I have an oscilloscope and schematic but would appreciate any advice as to where to start looking for faulty components with such symptoms.
Appreciate any pointers.
I suggest checking the power supply for the tuner andthe tuning voltage first.

I'm getting a steady 15V DC out of the tuner power supply after going through the rectifier. I measuring voltages in the neighborhood and found that transistor 10 has no voltage on the collector and it is supposed to be 27V. Zener diode 138 is nearby and looks to need a heat sink. Is this likely to be a candidate for replacement?
