Will it require a phono pre amp to play this with a Philips HTS 3544?

I think your are asking if a typical, vintage turntable will connect and play through a modern audio system.  

The answer is not right out of the box.

When the vintage turntable was manufactured all audio amplifier components provided the required RIAA phono preamplifier section.  Most modern audio systems do not as, until a few years ago, most people don't use turntables with them.  However, there are a lot of audio companies now that make RIAA phono adapter boxes (phono preamps) that go between the turntable and a modern amplifier. Those adapters apply the RIAA curves and bring the signal level up to where it matches an auxiliary, CD, DVD (analog) input on a modern amplifier.
