TX-2 Platter stiff?

I have a TX-2 with a lot of nostalgia for mes sat unused for more than a decade until I purchased a new soundsmith stylus and was enjoying vinyl again.  After maybe 20 hours of play it stopped working - the platter doesn't spin and the tone arm does not move.  I opened it up and the belt is intact.  I removed the platter and things all look great beneath it.  
The platter motor rotates, but the platter does not.  The platter is difficult to rotate manually - it is 'stiff'
1)  Should the platter be difficult to rotate when the belt is removed?
2)  Is there a way to tension the belt?
3)  Are belts available?

Here is some more information.

I have remove the cartridge and both the top and bottom platters, and removed the right-hand screws to allow me to lift up the top part of the turntable body.  

The interior is pristine - very little dust at all.  Everything is clean and nothing appears out of place or broken.

The platter motor starts turning immediately upon the unit getting power, even if it is "off".  The other styus motor also runs also.  I have confirmed that the solonoid fires and operates it's mechanism fine by cycling Play and Stop.  The gear assembly that moves the tonearm is very stiff and it is difficult to slide the tonearm to allow the case to open.  

Any thoughts?
