Wondering if anyone has any ideas that might help me narrow this down. When I play a cd I can just about hear some music underneath alot of distortion and white noise.....Is the the DAC? or what else?

Most likely a missing voltage to the analogue stages.Check C102/C202 for shorts and replace any burned related resistors.If black ROE type capacitors are used, I suggest you replace all of them.

Look ok?Did you check them with an ohmmeter or did you just look at them?
Yes, check that both the positive and negative supply is present at the analogues stages.
i checked them with a voltmeter. There's the same power going thru both. I'll check the rest. Thanks. Really appreciate it.

You don't measure power with an ohmmeter.You measure resistance. And it should of course be done with the CD player unpowered.What are the readings across the two capacitors I mentioned?
Are both the negative and positive supply present at the analogue stages (player powered)?Voltage readings?Martin
10 ohms for each capacitor.
can you help with where to measure the analog stage please? I'm new to this...

Maybe you have a similar issue that I faced with my Beocenter 9500 CD which I just found out was caused by the DAC.

Locate the TDA1541A DAC chip and try to cool it with electronic freeze spray or just press a small heat sink against it to see if the sound/noise changes. If it does, in any way, you could try to replace the DAC.
