Mystery Composition

For years I've been trying to ascertain the composer of a modern piece of music I hear in used various contexts. It's the first piece used in this Sophie Dahl video:

I'm sure I should know who composed it because it's use is pretty ubiquitous and it's probably famous, but for the life of me I can't find it!

It is "Perpetuum Mobile" on the 'signs of life' album by Penguin Cafe Orchestra
