Bought a 4002 turntable recently on Ebay. The only issue that it seems to have is : When you hit the start button to play an album , the tone arm lowers to the beginning of album, and repeatedly skips , not advancing at all.

Sounds like the tonearm advancement detection lamp may be out. You can read about the Beogram 400x repairs and adjustments here.  That thread references a couple of other good threads like a good one by Beoworld member Beolover here. Those will show you the tonearm detector lamp.

How many records have you tried?

It sounds like a problem with the detection circuit for the tonearm movement. There is a lamp involved for that and it could be burned out. I posted a couple of links about that issue but it is waiting for the moderator to approve my post.
